Yes.
Versatile, utility class, good mid-line support, condition/interrupt spammer, hearty armor level with high survivability, decent damage output, good runners, non-ghey armor, etc.
A ranger can be as good as any other class with H/H in PvE...with the right builds for yourself and your heros, as well as henchies that compliment your team composition, any class can steamroll PvE...You'll probably find less rangers in leet areas such as DoA and UW(SC's), due to team builds du jour, but rangers are welcome in any balanced team where they can provide excellent party support (shot calling/pulling, damage support, rez support due to mid-line location and high survivability, condition spamming, interrupting, etc)
I'm a bit biased cuz my main is a ranger, but I'm sure most would agree with the above comments...

I'm assuming that the reason you're asking is because you are debating about creating one. Then I do suggest you do. I will not go into extreme depth about them but here is some information.
To answer your basic quest "Are rangers good" yes, they are one of the best in the game at party support while still being able to deal some good damage.
[Distracting Shot] <-- commonly referred to as D-Shot. Think for a minute. Tough boss, elite skill, you interrupt it with D-Shot, Disabled for 20 seconds giving you time to kill him easily.
[Barrage] + [Splinter Weapon] <-- Basically HUGE damage to groups of mobs.
They have the primary attribute Expertise, with 3 pips of energy regen and skills costing as low as 2 energy they are able to spam skills quite nicely with little concern.
They are versitile as f*ck (pardon my french). Easily able to run Scythe builds and sometimes if I'm bored I run a small caster build
They have some good stances that also act as an IAS or IMS [Lightning Reflexes] [Natural Stride]
And they own in PvP! [Burning Arrow] [Apply Poison]
I've only touched the surface of rangers and how they are amazing.

The only reason I would take them is for Barrage / Splinter (without relying on Splinter completely for the damage) and BHA when the other forms of Daze aren't going to be as strong. They are quite acceptable in terms of PvE, though.
In PvP, they're a really strong midliner. Not much to add to that really: damage, snares, interrupts and all nice shit you can use to f*ck up the enemy opposition. PvP characters would be best suited to this unless you put asside a load of cash to prepare your character completely for PvP.

Every class is only as "good" as the person running it. They are all good if used correctly.
Rangers do get accepted into more groups than some other professions for their versatility and for certain areas (like DoA 3 man farming teams, Slaver's, Urgoz) a ranger is considered a key part of the team build.
If used by the right person, they can be quite deadly in PvP.

I'd go so far as to say Rangers are currently strong than they've ever been (with the possible exception of last fall when ED was still absurd). In PvE they have incredibly strong shutdown and easy access to large amounts of AoE damage. In PvP they are indispensable due to the above mentioned Distracting Shot and their potential for high ranged DPS. It's a relatively easy class to play (especially in PvE) and I wouldn't expect them to get knocked down a peg in any upcoming updates.

Rangers are awesome. Good damage , although not OMGWTFPWN! but still enough. Good condition spreader and extremely good interrupter , [Distracting Shot] is pure win. Good energy management.

No class is "better" than another, per say. Merely differently played. You can't compare a big damage frontliner to a toolbox midliner.
Dervishes are good at what they do best [Wounding Strike].
Rangers are good multi-tools. [Distracting Shot].
Try one out for a few weeks, if you don't like it, delete it, it's not like you can't change your mind.

Such a bad question. Get to know the profession before asking something like this.
Are they good in PvE both in NM and HM? Depends on what you put in it. If you put crap like Lacerate with 4 Preps, then no. If you put BHA+Volley+Epidemic with a hero casting splinter weapon, then yes. VQ will fall under this as well.
"....and everything... stuff": What is everything? PvP? Missions? Dungeons? Yes they are capable of all this but it depends on your bar and your skill and your willingness to know the profession.
Do they do alot of damage? They can. Glass Arrows+Needling+Conjure/Brutal,
Barrage/Volley+Splinter, Triple Shot/Double Shot+Savage Shot spike, Turret Ranger
Why are they good? Interrupt/Shutdown, Survivability, Support and Offensive role, Condition Spreading, Versatility, Fun.
As I said before, either experiment with it or read around about what they are capable of.

I'll just say this 2 things:
1. After testing all profesions 2 years ago I fell in love with my ranger and since then I gathered 29 titles with him with ease.
2. My dervish has always been fun to do some awsome dmg but since it always provides the same role it can get boring after some time.

I don't think you will get many negative answers asking the question inthe Ranger section. I wonder what responses you would get if you ask the same question in the other profession forums.
(and yes, rangers are good, and fun too, the best thing is the versatility)
